Subsequently, in 2013, a third ELC was granted to Coviphama. These concessions partially overlapped with areas traditionally used by the Bunong Indigenous communities.<\/p>\n<p>This situation led to land-related disputes, which were widely publicized, and to persistent misunderstandings between the parties.<\/p>\n<p><strong>The CLAIM Mediation <em>Process (Cambodian Land Dispute Independent Mediation)<\/em>, supervised by the <span style=\"text-decoration: underline;\">Office of the United Nations High Commissioner for Human Rights (OHCHR)<\/span><\/strong><\/p>\n<p>In 2016, an independent mediation process was launched with the support of the <em>Mekong Region Land Governance (MRLG)<\/em> program.<\/p>\n<p>The mediation was conducted by the <em>Independent Mediation Group (IMG)<\/em>, with the participation of local authorities and the support of the <em>Office of the United Nations High Commissioner for Human Rights (OHCHR).<\/em><\/p>\n<p>5 of the 7 Bunong communities participated directly in the process: Pu Teut, Pu Raing, Bousra, Pu Char and Pu Lu. The 6th community did not hold land within the concession area, and the seventh chose to pursue judicial proceedings.\u00a0 The <a href=\"https:\/\/www.socfin.com\/dashboard\/wp-content\/uploads\/2025\/12\/2022-09-ADC_CLAIM_Evaluation_Report_Final.pdf\" rel=\"attachment noopener wp-att-5453\" target=\"_blank\">CLAIM Mediation Evaluation Report (MRLG, 2022)<\/a>\u00a0describes this process as:<\/p>\n<blockquote>\n<p><em>\u201c&#8230;one of the most advanced examples of land mediation involving Indigenous communities and a private company in Southeast Asia.\u201d<\/em><\/p>\n<\/blockquote>\n<p><strong>Final agreement and implementation<\/strong><\/p>\n<p>The process resulted in the signing of 26 agreements and the publication of a <a href=\"https:\/\/www.socfin.com\/dashboard\/wp-content\/uploads\/2026\/04\/2022-09-27-Joint-Statement.pdf\" rel=\"attachment noopener wp-att-5498\" target=\"_blank\">Joint Statement<\/a> on 27 September 2022 by all stakeholders, formalizing in particular:<\/p>\n<ul>\n<li>Support for the registration of collective community land located within the Group\u2019s ELCs;<\/li>\n<li><strong>Recognition and protection <\/strong>of Bunong <strong>sacred forests<\/strong> and cultural sites;<\/li>\n<li>Maintenance of <strong>traditional agricultural practices<\/strong> in areas along waterways;<\/li>\n<li>A negotiated resolution of legacy situations related to <em>Family Rubber Plantations (FRP)<\/em>;<\/li>\n<li>Construction of infrastructure (roads, wells);<\/li>\n<li>Establishment of <strong>community development projects<\/strong>, subject to independent monitoring <em>(MRLG field visit in July 2025)<\/em>.<\/li>\n<\/ul>\n<p>The MRLG report highlights a <strong>significant reduction in tensions<\/strong>, a <strong>restoration of trust<\/strong>, and the creation of a <strong>replicable model<\/strong> for the region.<\/p>\n<p><strong>Today<\/strong>, the commitments arising from this agreement continue to be implemented and constitute the reference framework for local relations.<\/p>\n<h3><strong><\/strong><\/h3>\n<h3><strong>**********<\/strong><\/h3>\n<h3><strong>Cameroon \u2013 Land tenure review and coexistence with neighboring communities (since 2017)<\/strong><\/h3>\n<p><strong>Timeline<\/strong><\/p>\n<ul>\n<li>2017: Establishment of a working group tasked with conducting an audit<\/li>\n<li>2018\u20132021: Cadastral assessments<\/li>\n<li>2021 \u2013 present: Es\u00e9ka and Dibombari implemented. Ongoing implementation for other sites.<\/li>\n<\/ul>\n<p><strong>Context<\/strong><\/p>\n<p>In Cameroon, Socapalm plantations operate under emphyteutic leases concluded with the State. Some of these leases, partly inherited from periods prior to privatisation, have resulted over time in<strong> irregular occupations<\/strong>, <strong>encroachments<\/strong> and conflicts of use, particularly in non-cultivated areas.<\/p>\n<p><strong>State-led institutional process<\/strong><\/p>\n<p>In 2017, at Socapalm request, the <em>Ministry of State Property, Surveys and Land Tenure (MINDCAF) <\/em>established a <strong>working group<\/strong>, later transformed into a <strong>technical committee<\/strong>, tasked with auditing the land tenure situation and proposing sustainable solutions in collaboration with local communities.<\/p>\n<p>This process includes in particular:<\/p>\n<ul>\n<li><strong>Cadastral assessments<\/strong> realized site-by-site (2018\u20132021);<\/li>\n<li><strong>Redefinition and demarcation of concession boundaries;<\/strong><\/li>\n<li><strong>Progressive reduction of concession areas<\/strong> in order to release land occupied by third parties;<\/li>\n<li><strong>Administrative regularisation<\/strong> of certain situations (land titles, provisional concessions);<\/li>\n<li>Strengthened dialogue with local authorities and neighbouring communities.<\/li>\n<\/ul>\n<p><strong>The works have now been completed or are in the finalisation phase depending on the site (Ed\u00e9a, Kienk\u00e9, Mbongo, Mbambou, <a href=\"https:\/\/www.newsducamer.com\/dibombari-plus-de-2500-hectares-de-la-socapalm-restituees-a-letat\/\" target=\"_blank\" rel=\"noopener\">Dibombari<\/a>, <a href=\"https:\/\/lavoixdukoat.com\/eseka-la-socapalm-restitue-plus-de-8-mille-hectares-a-letat\/\" target=\"_blank\" rel=\"noopener\">Es\u00e9ka<\/a>).<\/strong><\/p>\n<p>Objectives of the Cameroonian process:<\/p>\n<ul>\n<li>Clarify land rights and sustainably reduce disputes through open and transparent dialogue;<\/li>\n<li>Promote <strong>peaceful coexistence<\/strong> with neighbouring communities;<\/li>\n<li>Secure existing agricultural operations from a legal standpoint;<\/li>\n<li>Align concessions with actual land occupation and current regulatory requirements.<\/li>\n<\/ul>\n<p>This process is led by the competent Cameroonian public authorities and follows an institutional, progressive and regulated approach.<\/p>\n<h3><strong><\/strong><\/h3>\n<h3><strong>**********<\/strong><\/h3>\n<h3>Sierra Leone \u2013 Institutionalized community dialogue through a Memorandum of Understanding<\/h3>\n<p><strong>Context<\/strong><\/p>\n<p>In Sierra Leone, relations with neighboring communities in <strong>Malen Chiefdom (Pujehun District)<\/strong> have been strengthened through a <strong><a href=\"https:\/\/farmlandgrab.org\/post\/33029-government-socfin-community-sign-landmark-mou\" target=\"_blank\" rel=\"noopener\">Memorandum of Understanding (MoU)<\/a><\/strong> concluded between our subsidiary <strong>Socfin Agricultural Company (SAC)<\/strong> and the <strong>Malen Development Committee<\/strong>, with the involvement of the <strong>Government of Sierra Leone.<\/strong><\/p>\n<p>The agreement was designed to formalize dialogue mechanisms and establish a structured framework for cooperation between the Company, community representatives and public authorities, following several years of tensions relating to land use and development expectations.<\/p>\n<p><strong>Memorandum of Understanding (MoU)<\/strong><\/p>\n<p>The MoU establishes a number of governance and development mechanisms aimed at strengthening cooperation and improving transparency, including:<\/p>\n<ul>\n<li>the creation of a <strong>community development framework linked to the performance of the plantation<\/strong>, designed to support local infrastructure, education and healthcare initiatives;<\/li>\n<li>commitments to strengthen <strong>transparency and accountability<\/strong> in the allocation of development resources;<\/li>\n<li>the establishment of a <strong>structured platform for regular dialogue and grievance resolution <\/strong>between the Company, community representatives and government stakeholders.<\/li>\n<\/ul>\n<p><strong>Long-term dialogue and cooperation<\/strong><\/p>\n<p>By formalizing these commitments and clarifying cooperation mechanisms, the agreement provides a <strong>stable institutional framework for relations between the plantation and surrounding communities.<\/strong><\/p>\n<p>It also contributes to strengthening dialogue, improving mutual understanding and supporting <strong>long-term conflict prevention<\/strong>, while promoting shared development objectives within Malen Chiefdom.<\/p>\n<h3><strong><\/strong><\/h3>\n<h3><strong>**********<\/strong><\/h3>\n<p><strong>Common Approach and Group Commitments<\/strong><\/p>\n<p>Whether in Cambodia, Cameroon and in Sierra Leone, the Socfin Group\u2019s approach is based on common principles:<\/p>\n<ul>\n<li><strong>Dialogue rather than confrontation;<\/strong><\/li>\n<li>Use of <strong>independent or
